There's no data from the last 45 days. If and when there is some data, it'll presumably appear at that link. Looking for "recent data" from a bunch of PIRATA buoys shows the same problem, so likely not just a problem with this one. Once NOAA fix whatever is the issue, I'm sure it'll reappear.

node/426994556 was added 7 years ago - it's quite possible that there was one then and isn't now. If you think it's gone, I'd just delete it.

The main OSM editors will have imagery layers listed in them (they actually fetch them from https://github.com/osmlab/editor-layer-index ). Bing and Mapbox have both made certain sorts of imagery available to OSM (in both cases not all of the imagery they may have access to).
If you're local to or familiar with the area, you can of course add number of floors just be counting or knowing how many there are. The same goes for addresses - if you can walk past the building you can of course gather the address by reading it as you walk past.

Just noticed that you've moved way/286801689 to south of its actual position. You can see that the Bing imagery is offset here (look at the east-west GPS traces). Also, when you edit things, please take more care about where you move features to - in this case you dumped this substation on top of an east-west trail, which clearly makes no sense.

Could you explain what the highway problems were that were fixed in here? Near me the nearest change (which I found with http://osmhv.openstreetmap.de/changeset.jsp?id=44950601 ) seems to be a nudge of a node where a footpath joins a road - was that it or was I missing something?

Here you've changed Felix Close from being a residential road to a footpath: way/428762672/history . If it really is a residential road (which the underlying OS OpenData from which it was added suggests) please don't change it to be a footpath. OpenStreetMap is a map of the world as it exists, not as we might want it to exist.
There are, however, lots of things that need mapping in the "new build" areas of Peterborough like here - I'm sure that there are plenty of paths between roads that haven't been added yet, and also around the small areas of parkland and lakes that there are.

We'll need to remove these four houses, but from looking at the available imagery here it should be possible to re-add the outlines using the in-editor imagery that we are allowed to use.
