Thanks for the update.
When you add a way to a landuse multi-poligon, such as way/523721993, please add an "outer" or "inner" rone. Empty roles are no longer valid according to new OSM definitions.

Also, there is no need to duplicate the multi-polygon's "landuse" tag and add it to the way.
