you're right, 'seats:separated' is the documented tag.
When I edited, I changed your (new) tag to the closest one that already existed (removing the 'd'). But I obviously missed the actually correct one.
Feel free to change it to 'seats:separated', or I can also do it in the next days.

'km' looks a lot like a language suffix, making it a bit confusing.

':both' means that the feature exists both on the left and the right side of a way (like a sidewalk).
I guess you want to say that the signal applies to forward and backward directions? That would be

In general, id numbers are tagged as 'ref:CZ:abcd' with the optional location code where they are used and 'abcd' as a common abbreviation.

E.g. "ref:drobne_pamatky" is already used many times.
