Query on old changeset.

Dublin City Council used to own Bohernabreena waterworks. There is a water pipeline under this car park.

The car park is marked operator=Dublin City Council, but is in the South Dublin County Council area.

I'm wondering if this is a typo or might it be related to the Bohernabreena waterworks. While the waterworks would have transferred to Irish Water, I'm not sure if something as tangential as the car park would have.

The councils have the right to change the council names. However there has been a issue with changing city names.

Meanwhile, before I did a tidy-up Newry, Mourne and Down District Council had 28 different versions of operator=*, between joint operations with others, misspellings, '&', and assorted punctuation. It's down to 6 versions now.
