@iuvi - The approach by @LakePoopó does match what most people do in OSM. Looking at examples from https://en.wikipedia.org/wiki/Cloverleaf_interchange , I see osm.org/?mlat=33.80595&mlon=-118.142047&zoom=11#map=16/33.80517/-118.14413&layers=S , osm.org/?mlat=34.071659&mlon=-118.122938&zoom=11#map=17/34.072284/-118.125177&layers=S , osm.org/?mlat=53.318361&mlon=-6.368222&zoom=15#map=17/53.318262/-6.368181&layers=S (I've chosen motorway/non-motorway junctions, and the Shortbread layer to highlight the difference).

The way that people choose which `highway` tag to use in OSM varies around the world. It doesn't always follow that an "official" classification will map onto exactly one OSM highway tag. If you look down https://community.openstreetmap.org/c/communities/us/78 (the USA forum) you'll see quite a bit of chat about this sort of thing.

I'm not in thr USA myself, but do knoe that there has been an awful lot of discussion about road classification in the USA and elsewhere in the forum, and people there have said that the USA doesn't tend to map official designations onto OSM `highway` values.
Before doing more of this (and especially before doing any reverts) I'd suggest discussing your proposed changes there.
