The OSM wiki recommends the use of highway=footway for "either paved or with smooth surface (compacted, wood or similar)", usually in an urban setting, that wheelchairs could use:

From your description t is clear that way/1303946167 is not "paved or with smooth surface" such that "The elderly and small children and wheelchair users can use them with ease." and it is not in urban settings.

highway=path with or without bicycle=no is appropriate also for unmarked rarely used paths.

I assume you changed the highway tag to footway in order to clarify it is not suitable for bicycles or mountain bikes.

In the outdoors, the proper way to so that is with
highway=path + bicycle=no
