This is probably because it covers a large area and it was open for more than an hour. During this time, many other changes have been done in the area, and the tools are unable to process so much information.

Handling the manual edits of coastlines that were done during the mixture of vandalism and reverts is a topic that should be discussed when it's relevant and their improvements can be evaluated.

This is probably on purpose since the ways that now include them should be reverted properly before these nodes could be deleted.

As far as I can tell, this changeset fixed most of the nodes moved by mistake in changeset/143091238.

You are probably aware that it did not handle nodes that were added earlier in changeset/143049662, such as nodes 11285524168, 11285555370, and 11285478706.

It also did not handle nodes added in changeset/143091238, such as nodes 11287555585 to 11287555588

IMHO, reverts should be separated from edits so we could compare their outcome with the expected pre-vandalism state of the map.

Another example:
way/26508703/history had 13 nodes prior to the vandalism (version 8).

It has 12 nodes after this changeset (version 13).

was at location 32.1601065, 34.7915587 prior to the vandalism (version 3).

It is in location 32.1611790, 34.7846907 after this changeset (version 12).

I also do not understand why would there be new (version 1) nodes in a revert.

I believe this changeset is corrupt.
It moved the marina and the breakwater westward, into the sea.

Please note that the quoted section is about ADDING ALTERNATIVES to the "name:he" and "name:ar" tags.

The Israel page does not override the general approach for "alt_name:*", but rather apply it to the specific case.

If and when a better translation/transliteration is done, that editor will determine which name should be in "name:he" and if "alt_name:he" is needed.
