In England and Wales we use the designation tag to indicate the legal status of a right of way, i.e. designation=public_footpath/public_bridleway/restricted_byway. You should be able to find this by looking at the signs or from the colour of the waymark arrows. osm.wiki/Access_provisions_in_the_United_Kingdom will give you some pointers. HTH Phil |
