Repeating here what i said in the note:
Might still a proposed project, no construction or changes seem to have been made to Kings Rd that are mapable. It seem like the whole road has been designated as a walkable street, but local vehicle traffic is still permitted. Not sure if physical changes are planed the the future. Maybe someone that is a part of the organization could add more details. A few links:
