From the aerial imagery it appears as if the majority of the car park is uncovered. I think you should just add an entity tagged building=carport for the specific carport area.

Instead I've tagged the nodes where the existing footway crosses the Albany Express way as a crossing and use "crossing=traffic_signals". Please look out for warnings and erros in the ID editor because it warned of this problem
