This usually happens when geometry snaps incorrectly. Additionally, changes to tagging (e.g. modifying highway types or adding tags) can lead to unexpected crossings being detected afterwards. Existing OSM buildings are being deleted on a large scale and more or less the same buildings are being reimported. Has this been discussed or agreed with the local (French) community? This removes almost the entire history of the data previously mapped in OSM here, not to mention the other data besides the buildings ... Regards,
