What is tunnel=cave? You should not tag for the router. If tunnel=yes is ignored by the route planner you should raise an issue with them.

Bicycles are also allowed to make this turn. Is this shown on tom tom ground level imagery and if so how come it wasn't added with this change too?

Was this a temporary change? Because I checked today and this is definitely oneway. It's only not oneway for bicycles
