You can document any tags in the wiki, but to start with new tags it's better ask for tagging advice in forum or mailing lists.

The data you are looking for is already in OSM. Every territory has (or should have) a relation which represent its boundaries, and its capital is the role "admin_centre".

Maybe you could ask in the forum and get other answers, but it seems to me that you are adding redundant data (and maybe not in the right elements).

Con el MAPS.ME no se porque no lo uso.
pero vas al sitio www.openstreetmap.org pones tu usuario y te habilita un boton "editar" bien arriba a la izquierda.
Ahi tambien podes agregarle los datos de contacto.

Javier: alpine_hut es para instalaciones turisticas de montaña. Seguramente estas cabañas caigan en otra clasificacion.
Fijate en tourism=*
Los otros datos que conviene agregar son medios de contacto, telefono, correo, pagina web, etc, asi si hay interes la comunicacion puede ser inmediata.

Un "supermarket" es para grandes superficies.

Un "shelter" es un refugio para protegerse del clima, de eso te diria que no hay en uruguay.

Hola. Las cosas tienen que mapearse como son en la realidad.
Ejemplo, lo de nana ya estaba mapeado, y no es "bar", es "brothel".
Las otras cosas capaz mapeaste revisa que no sean lo mismo.
