Es gibt 96 Gemeinden in Vorarlberg. Warum hast du die Änderungen nur bei drei getätigt und müsste man die Änderung bei den anderen 93 nicht auch tätigen damit es einheitlich ist?
Vor deinen Änderungen gab es dieses Tagging noch gar nicht in Vorarlberg.

Auch im Bundesvergleich (Österreich hat 2059 Gemeinden) gibt es nur 19 "place=municipality".

Ich wundere mich nur, woher auf einmal die Notwendigkeit dafür kommt und ob das wirklich das korrekte Tagging hier ist.

Ich habe das Gatter auf den Punkt gelegt, da es so im Routing berücksichtigt werden kann.

Du kannst die Tags zur Gemeinde in die Relation mit den Gemeindegrenzen verschieben (boundary=administrative). Die Informationen zur Gemeinde, wie Wikipedia, Wikidata, und Einwohnerzahl, würden dann direkt an die Relation angehängt. Der vorhandene place-Node bleibt für das Dorf bestehen. Dies trennt die Daten sauber und vermeidet Redundanz. Renderer, die Gemeindeinformationen darstellen sollen, können diese direkt aus der Relation beziehen.
