Informal alternative routes exist. There's many discussion about it on the OSM World Discord. Iirc the conclusion is that it just can't be handled with normal PT relations. But imo this doesn't mean we can't map the stops. Recall previous discussion about bus stop names: "Just because the government doesn't explicitly say it exist, doesn't mean it doesn't exist!"
