On the surface wiki, there are 3 categories with subcategories below them: paved, unpaved, special. These indoor places usually fall into the special category. I wouldn’t treat this tag as a Boolean, we separately have smoothness=excellent which I think matches your description better (for next time).

But overall thx for contributing. I just have to fix my Skyway navigation app because this is the first time it sees surface & indoor tags together

Why add `surface=paved` to these skyway paths? A majority of them are carpet, which is technically not a subcategory of surface=paved.
