Reagan is unincorporated, so it probably doesn't make too much sense to define it with a boundary. Also, the population you linked is for Reagan County, Texas - the population of Reagan is definitely much lower than that.

Hi wallyjandro, on OSM foot=use_sidepath simply means that pedestrians are required to use the adjacent pedestrian path or sidewalk - the name is a result of OSM being an international project. In Texas, pedestrians are required to use an adjacent sidewalk if it exists, so it might be a bit redundant to mark this on every single road with a sidewalk, but it isn't strictly incorrect.
