I don't understand the reason for adding this when there was already a building in the map.

"4WD access to Urumau Reserve" sounds lots more like a description than a name. I've only relatively recently discovered the description tag key - is that what you should be using here?

Another important component of original edits is to use the source tag to state where you got your information. I know you're The Council and everything, and it's possibly sourced from your own data, but it's good to be unambiguous, and it allow us to verify that the license of your source is compatible with OSM's data license.

I can see this is an early edit and no-one is close to perfect when they start mapping. I can also see that later edits from you seem a little more thorough. However, here are some problems with this edit. I will nention them before fixing, in case they still tell you something you haven't figured out :)

The cycle path is split in two segments for no reason I can ascertain. If the tags or direction don't change and the way is the same, please keep it as a single object.

Most importantly, the path does not join anything at the Ferrymead end at least. I suspect it originally didn't at the Redcliffs end either, but I have since fixed it. This is very important for routing.

Lastly, there's no need to add bicycle=yes, since that is implied by it being highway=cycleway. There are all sorts of assumptions about access listed at osm.wiki/OSM_tags_for_routing/Access-Restrictions . I go by the default or Australian rules generally.

You have the luxury, unlike most if us, of being paid for your time while mapping. Please study other mapping around you and the wiki for tag guidance.
