It's a (mostly-underground) sewage pumping station. Sometimes a location is too far from the treatment plant or at a lower elevation, so they pump it the sewage to a point from which it can then flow downhill. So, yes sewage - under pressure!! That why there are 'non-return valves' ('NRV' on the marker posts).

They may be paired with a stormwater tank to reduce overflows.
