The bridleway way/990140725 seems to cross way/990140724 without joining it, leaving a gap in the Wye Valley Walk at relation/61495#map=18/51.86979/-2.60513 . Any idea how things should connect up here?

Is the new bridge the northern one or the southern one? Currently the Moray Coast Trail goes over both of them relation/1754599#map=16/57.7175/-3.2800 , although the northern one doesn't connect at the west end?

I'm not Andy Allan - I wouldn't know where to start with code contributions to the OSM website.
Obviously, if anyone from the Lithuanian community (in addition to Tomas) wants to explain the general interpretation here that would be most welcome.
However, with a DWG hat on, sometimes we need to adjudicate between different OSM communities (for example, what a region of a country thinks vs what the rest of the country thinks). We try and be reasonable, and try and make decisions based on common sense.
Many countries have some examples of anachronistic road classidication (the Oxford High Street in England is one example, another is a "lost" road in Russia that lead to a long forum thread, another was a similar example in the mountains of Ukraine last year).
I believe I've taken a common-sense approach to interpreting something that was written in 2010 - and also my edit extended the "asphalt" section to match the imagery (although I do appreciate that sometimes that might be out of date, after a harsh winter).

I teverted most of their other edits and can revert this too if you like (sometime later tonight)

See changeset/121819774 . I've followed both how things look from various imagery sources and followed a reasonable interpretation of osm.wiki/Lithuania#Roads_outside_of_cities .

I'm very familiar with the area here between Bootham Stray and Stamford Bridge, and the route of the old railway is still very much etched in the landscape.

This is a partial revert of some changes here, and unfortunately there are a couple of rough edges, such as around node/96112132 . This was partly because some of the changesets were a mixture of fantasy and genuine improvements.
I didn't revert changeset/121740113 here because the alignment changes looked broadly OK.

Exactly - and anyone using their brain here would say that a bridge on a tertiary road clearly should be tertiary.

So you're saying that you're using the "highway=secondary" key to indicate "surface=paved"? That is simply wrong.
As written, osm.wiki/Lithuania#Roads_outside_of_cities isn't necessarily a problem provided that the person following that rule uses their brain - while tertiary roads outside cities may be generally unpaved, there will _always_ be exceptions and edge cases, apply that as a hard rule is just silly.
That line was introduced to the wiki in 2010: osm.wiki/w/index.php?title=Lithuania&direction=next&oldid=488532 . When things change (for example, more people will be mapping surface keys now) rules should reflect that.

Can you explain what "Update max speed from 55 mph to 60 mph based on GPS data and more current data from other map providers" means?
Most map providers' data will be licence-incompatible with OpenStreetMap, so we'll probably need to revert and redact this change..
