Your reply contained "Unfortunately, the special feature of the selection of the package of edits is a rectangle, affecting neighboring areas and we can’t do anything about it.".
This seems unlikely. I'm sure that you will be able to adjust the software that you are using to upload these edits to split the results into smaller bounding boxes - just splitting off Kaliningrad would be a great start.

... oh, and on the subject of reports, I think we've had reports by everyone about everyone now, so I don't think new ones that say "X is harrassing me" will add any value (everyone can see changeset comments).

One thing that does worry me is that there are accusations of copying from copyrighted sources at https://resultmaps.neis-one.org/osm-discussion-comments?uid=15458291 . That is something that we have to take seriously (and redact from the database) so if anyone see evidence of that (from anyone) please do email data@openstreetmap.org with the relevant information.

Hello. Andy from the DWG here. I think it would help everyone if we could turn down the comments a bit? I appreciate the frustration on both sides here, but "None of the garbage that you spewed ... " isn't a comment that's going to win friends and influence people, is it?

(on things having multiple tags) it's perfectly OK in OSM for something to be a shop=something and a craft=something_else.

Even semicolon-separated values like https://taginfo.openstreetmap.org/tags/shop=car%3Bcar_repair are fairly common.

(on the state and city thing) it's actually less critical (though not wrong) than you might think to add things like addr:state, because OSM is a geographical database, and it's usually possible to determine "things that are inside other things". As suggested by a few people at http://resultmaps.neis-one.org/osm-discussion-comments?uid=12100948 , please do use smaller changesets when uploading your "brand updates" for Russia.

Uploading Russian data in a changeset that completely encloses various countries threatened or invaded by Russia suggests at the very least an extreme lack of sensitivity.
