I'd agree with SK53 about relation usage here - certainly mapping relation/7467686 as a relation is overcomplicated and misuses a fence as part of it. If there's a fence, map that; if there's a leisure area map that too (using the same nodes if appropriate). To map something like this is a relation creates a "write-only" map that it is impossible to edit and invites breakage when, for example, someone wants to add a gap in the fence.

As you can see from the orange line around this change on the map at the right when you view the changeset on the OpenStreetMap website, it overlaps with the Atlantic because some data was accidentally added there.
Have you any idea how incorrect latitude and longitude values could have got into the data that you added?
