I just wondered if all of way/285805799 was really private? There's a public footpath joining it from the north, and currently a gap in the Colne Valley Path relation/10800125#map=19/51.89946/0.87383 - maybe the easter part of it isn't private?

Re relation/12307853 , I've walked or drive most of it and have never seen a sign, hence "name:signed=no".

What you see in the "standard" map layer at openstreetmap.org is only a tiny subset of the actual tags stored in the OSM database. Other maps may show names from "name:language" tags based on either the area of the map being viewed or the location of the user or the user's preferred language (in an app or browser). Different other maps may use wikidata / wikipedia to obtain names in languages not even in OSM.

This revert was done because there was no engagement following osm.org/user_blocks/15116 and previous messages. I'm sure that there will need to be changes here (for example, I doubt that relation/11905591 exists in the same way as before), but we need to discuss about the best way of handling boundary changes and name changes.

There is more tidying of broken admin boundaries to be done (broken by various editors) such as relation/11905590 .

By "the map" I'm guessing you're referring to the one on openstreetmap.org listed as "standard" (see e.g. osm.wiki/Featured_tile_layers ).
However, there are many other maps created with OSM data, and things such as OsmAnd will likely take your preferred language into consideration before showing you map labels.

Re "But which one will appear on the map" it depends on the map, and (depending on the map) may depend on the language that you have your browser or phone set to.

You have written "Second thing is the rules of Openstreetmap. According to the rules, names should be in language of those who currentlly control area.". This is categorically not the case. The OSMF policy on such things can be found at https://osmfoundation.org/w/images/d/d8/DisputedTerritoriesInformation.pdf . The people in the area do not suddenly refer to mountain peaks by other names just because one country's tanks are currently in the area.
I would actually expect here that there would be multiple name tags - name:az for Azerbaijani, name:hy for Armenian, perhaps even name:ru to reflect a Russian name due to the extensive period in the Russian empire from the 1800s. The "name" tag will usually match one of the name:language tags - whatever people locally call it.

Can you explain the name change here? A natural=peak in a historically Armenian-speaking area had its name changed from an Armenian name to "2599"? This seems at best unlikely.
