I think you've accidentally included some test data in here (you can see if you look at changeset/52809865 that your change stretches all the way down from Canada to mid-Atlantic, where the test data such as "Purple Street" pretend to be).
Do you know where the test data file you were using came from? If so, we can ask whoever created it to change it so it doesn't get uploaded by mistake.

Did you obtain a waiver to use the data here under the ODBL? As published at https://www.data.brisbane.qld.gov.au/data/dataset/road-restrictions/resource/6b01de54-d739-4116-8e33-e58efc2b78e3 it seems to be CC-BY-4.0 http://creativecommons.org/licenses/by/4.0 and as such not licence-compatible with OSM.

If it's paths like way/106343780/history , they come and go - it depends on whether the grass has been cut recently and how wet the ground is. I haven't been through there this year, so can't really comment on what the current situation is.

Just checking - is way/530972231 really a separate road to the A38? I thought it was just a right turn lane separated by chevrons (as per the imagery)? I know that some other sections are fairly separated (e.g. by the garage) but thought that this wasn't?

I think something's gone wrong with this data - it you have a look at osm.org/edit?editor=potlatch2&way=531258403#map=17/18.48038/-66.82619 you can see that there's a lot of duplication of uploaded nodes, many nodes aren't part of any other ways and where they are part of ways they seem to be only smaller buildings, even when the imagery shows larger buildings also present.
I'd suggest that you stop uploading immediately, take a step back, explain what you're trying to do and let people help you achieve that. I'd suggest reading osm.wiki/Import . If you're importing data into OSM (and what you're doing does look like an import) then you really must follow osm.wiki/Import/Guidelines and osm.wiki/Automated_Edits_code_of_conduct .

You've added node/5142606995 here, but you might want to add a bit more detail other than just the name - if it's the office of a company, you could add an "office=company" tag. In the "iD" editor click on it, and below where it says "name" in "all fields" click "+" and add the tag you want.

I can't comment about Belarus directly but "What people refer to a place and how they classify it" and "how something is treated officially" are often very different in OSM. In most places the former gets mapped via "place" tags, the latter via "admin" levels. In many places in the world, including where I live, they don't always correspond, and people map both, separately.

Also - on the "official languages" point, there are many places in OSM where the "official" language isn't the one used by people and on signs locally, and as per http://wiki.osmfoundation.org/w/images/d/d8/DisputedTerritoriesInformation.pdf it's the language used by people and on signs that tends to be the one used in OSM, not some nominal "official" name or language.
Some communities have decided to do things differently - India for example has decided to use English (very much a minority language there) in the "name" tag rather than one or more of the many different languages (and language families) in use there. The Belarus community chose to use Russian in 2009 for various reasons, but while some people still agree with that some people clearly don't.

It's perfectly possible for 2 settlements (with different names) to be part of one larger admin area - I live in a place exactly like that myself.
