After I go through a given route's stops, I just use https://relatify.monicz.dev to add them and ways into that route relation and the app takes care of putting everything in the correct order :)

According to the official MTA GTFS feed, BM5 line has only 2 routes 😏.
If you watched NYC's changeset feed, you've seen I've been spending a ton of time massaging bus lines into a proper shape... Adding and updating bus stops and routes with proper tags. So far I've been doing just Brooklyn since I'm most familiar with my boro. But I do know that Queens and the Bronx will require a lot of work to get them updated.
I've been using https://ptna.openstreetmap.de/results/US/NY/US-NY-MTA-Analysis.html and going one route at a time. (Overpass server errers haven't been helping either 😞)

If this relation is not up to the specs of PTv2, rather than downgrading its version, it's better to correct it to be up to the spec of the current version.

Having said that, I'm not sure if this relation is needed at all. BM5 line has only 2 routes, and they are already mapped in relation/20411634 and relation/20320063

I think it's been brought up before, but the "memorial" name doesn't seem the best choice when such features (and not always streets) are sometimes named after living people and sometimes not even people. Perhaps "dedication" name is a better word.

I'm not questioning your sources.
And I know that prefix tag is in some use, but I'm generally against about mapping features before they physically exist. My concern is that if the tags aren't updated later, we're left with inaccurate, stale data on the map. If the plan is to remember to update it once it's built, it's better to just hold off and map it accurately when it actually exists on the ground.

OSM is a map of the world NOW. Not how it was in the past or undetermined point in the future. We shouldn't be cluttering the map with things that don't exist, and might not ever exist. Once this signal is actually there then by all means map it. But while it's only proposed, and not even planned or approved, it shouldn't be on OSM.
