Thank you for your comment. I am pretty sure my changes are correct because I was following documentation guidelines.

All seamark keys follow a general principe:
1. start with "seamark:" prefix
2. then goes seamark type "harbour:"
3. then goes modifiers.

"seamark:harbour:port_of_entry=yes"

osm.wiki/Seamarks/Harbours

However, the documentation allows for ambiguity, and it seems that your version is also acceptable.
