Unfortunately the National Street Gazetteer is copyrighted and not available for use in OpenStreetMap. Examples of sources we can use are Ordnance Survey Open Data and personal surveys.

The Gazetteer provides the definitive name for the road, and this is backed by property addresses, but Ordnance Survey (incorrectly) names the road "Station Road". To correct the name requires some other source other than the National Street Gazetteer.

It's residential, and in case you're interested it's up for sale for just under a million, although the swimming pool looks out of action. The name Tor Cot is the original house name, not the land area

The whole area is a millionaires enclave, in what was originally a short lived purpose built, 19th Century mining village.

The actual mapping situation is slightly complex. The whole property includes the field (meadow) south, which I'd suggest is owned to protect the millionaire owners views.

The original building=house; addr:housename=Tor Cot
is now two addresses. The owners appear to have used the Annex planning loophole to create a second address within the property. Should enable a developer to demolish and create two homes, but it's currently, one cadastral parcel (including meadow), and one building with two addresses

Walked this bit of path last week and found a faded planning application notice. Followed it up with Devon CC, and found out the following.

Devon Cliffs put in a planning application with East Devon District Council (EDDC) to move some chalets. Due to new planning laws it has to be automatically approved by East Devon Council. Devon Cliffs then put in an application to EDDC to move the PRoW to enable the approved planning application. When a PRoW has to be changed to due to an approved planning application the the planning authority makes the decision on the deletion or move of the PRoW. EDDC approved the move of the PRoW to a new alignment back from the cliff edge.

EDDC are responsible for notifying Devon CC so they can make changes to the definitive map. EDDC are also responsible for putting up signage at the site.

This process causes problems because Devon CC have no information on their website, and have not updated their Definitive map yet. Devon CC have asked EDDC to provide signs and are aware that has not happened yet.

Although the PRoW has been changed, Devon CC told me they have asked whether the SE Coast Path & CIII England Coast Path can continue on the old path. From what I saw I think that is unlikely to happen.

There's no evidence of the movement of chalets that the planning application was for or a need to move the PRoW and walking routes. The addition of the fences and the premium location makes me fear that Devon Cliffs have abused the change in planning law to exploit a loophole to get the PRoW and walking routes moved. The previous route alignment has been fenced off to create private gardens for premium chalets overlooking the bay.

After talking to Devon CC I was able to see the notice for the new route and follow it on the ground. I have made some changes to it is now mapped.

The change you've added is significant and implies other mapping changes are needed. (the mapped sign posts etc)

The edit means the PRoW Exmouth Footpath 1 has a section closed off. This is serious and requires some notification on Devon CC PRoW pages. I can not find any notification.

Re-routing of the SW Cost Path is common, but always recorded on the SW Coast Path website. Again nothing on that website.

Can you let us know what exactly has has happened on the ground?
eg a fence between the chalet and hedge? or a landslip?

In this changeset you've deleted several address nodes and moved them to buildings. This practice is not in line with local practice.

We have some "history" on this matter, than can be found discussed in changeset/174204545

You've previously reverted changeset where I moved addresses from buildings to nodes, to match local mapping practice. Your reverts also included reintroducing errors to the map.

I had to take a, relative, step back from OSM for a few months, which allowed your reverts to remain. I'm back to "survey" mapping for several weeks now and hand planned to, once again, engage with this address issue.

Coincidentally, you've started moving addresses from nodes to buildings. Which happens in this and subsequent changesets.

I am going to effectively revert these changes by moving the addresses to nodes to meet local mapping style. I will not do an actual revert because this would involve losing your improved alignment changes.

I will also be returning to fix the addresses added to buildings in Exeter & Exe Valley Region, initially concentrating on areas of known problems

You've made an error in this changeset. You've changed foot access from "designated" to "yes". As the way has a right-of-way by foot, the tag should be foot=designated. Links below give some guidance for UK PROW mapping

You've also converted the way from a path to a footway. Common around Dartmoor to map unmanged narrow ways as path and (importantly) then add the other restrictions.

I'd suggest this needs checking on the ground. A situation I have seen several times is the Public Footpath running adjacent to a farmers track. Looking at the detailed maps this PROW does appear to run to the south of this "service road". But Stava heatmaps do show foot use along the service road.
There could be an access to a Public Footpath just to south of the entrance to the service road.
