This is not a case of mapping for the renderer, it's actually for OSM data users. I didn't have a better reference in Posočje, but several municipalities list them by name. I would typically not consider them for an official_name, since they're not really legally defined. Plus we also get submissions from individuals, who are typically using the everyday names that are used for them. It's completely natural that many from either pool have descriptive names. Would nickname sit better with you for cases without external reference?

I disagree, besides being a unique identifier, it's particularly useful for differentiation in places where there are many close by (e.g. Trubarjeva in LJ). Many can also appear generic, but match the name used by their operators or municipalities, who are pragmatic in their references.

It's not really used, SSKJ only mentions it in the sense of a part of a musical piece, everything else is archaic or dialectic. Makes sense since it's a locality name.
