A tag describing the type of facility is needed. I added amenity=social_facillity. See social_facility=*. It that isn't accurate can you add a better one?

I agree with you on the souther section of State Route 4 where it is a divided highway, but once it becomes a two lane road, shouldn't that stay something of a lower classification?

#TIP: There is no need for both a node and the building outline, just tag the building outline. The only reason to use nodes is there are different businesses/addresses in the building.
