Thanks for going out and surveying this, I did have my suspicions as it wasn't publicised. Although, there was some traces on Strava heatmap.

I am curious how TomTom's GPS traces indicated this road was open. How many traces were there and did drivers report it as being open? What other evidence do you use before editing OSM?

Just in case you're not aware but Mapbox satellite imagery in this area and many others is the most up to date (looks like within the past year) and has the solar farm.

I think you may be getting confused with the iD editor's placeholder values in the access field, with what is actually tagged on the footway here in the OSM data.

When you add a footway it doesn't by default add bicycle or motor_vehicle access tags. I agree cycling is prohibited but so is driving yet you've only tagged one of those modes as "no".
