well, I don't know why it was "decided" that it should be tagged like that,
But it was proposed, discussed, and is approved.
I just try to clean up the database so that data consumers don't have to analyse a few hundreds different highway tags. I started a few weeks ago and since then more than 250 tags turned out to be typos, errors or out-aged. I consider highway=escalator as out-aged.

the tag highway=escalator is rarely used,
please use highway=footway
and the conveying=* tag, see
