From reading the article this array is also not producing electricity directly to end user. Its probably providing power to an electrical heater supplementing the biomass burners for the central heating plant. |

Giving a gravel road with a width of maybe 3m and no sidewalks a tertiary class is to much IMO. Suggest adding max length and weight if you really want to keep Dala- and Austefjordvegen at tertiary.
