For urban areas, road classifications should not be confused with those in non-urban areas. Urban areas are home to numerous community activities. I edited based on the level of urgency and traffic because in urban areas the traffic is relatively high compared to non-urban areas.

This route is the only connection between the capital of Blora and Ngawi. If you go via highway=trunk you have to go around Cepu first and even then it is too far so it is less effective.

If the traffic is relatively low, you can use the highway=secondary classification for connecting routes between sub-districts in one regency. And highway=territorial is suitable for classifying roads between villages and sub-districts in sub-districts that are not too far apart.
