Untuk input tag admin_level=7 otomatis bisa tertag semua di JOSM. Untuk tag ref=* dan wikidata=* saya proses cocokkan dulu nama desanya di excel dengan database kemendagri-wikidata yg diberikan pak Danil menggunakan rumus VLOOKUP, apabila nama desa matching sama persis maka tambahkan tag ref dan wikidatanya. Juga dibantu pakai plugin comfort0 di JOSM

Masih ada kemungkinan ref dan wikidatanya tidak sesuai, jika ketemu boleh bantu koreksi soalnya saya juga sedang proses memperbaiki sebagian yg keliru
