I see no problem with splitting them down into individual closed way polygons, as long as they don't have any inners.

Are to local? To check is this current Baldwin St. access signage?
A few of the ways which make up Baldwin St have motor_vehicle=no which prevents access for buses etc
I think motorcar=no should be used instead.
Also no requirement for bus/taxi tags if psv is also present.
