As minor roads (C,D,E) aren't usually signed it was decided to assign them a separate key to give renderers the choice whether or not to display them.

Please don't tag incorrectly to suit validation software. iD validation code is poor in many situations. All you have to do is not accept their inaccurate suggestions.
