Hello Bob, thank you for tagging the new East County Library. I noticed a couple of tags that I've adjusted:

description=New library yay! and loc_name=New Library are more of a personal note, so I've removed them. description=* should be used for factual descriptions which can't be represented with standard OSM tags, and loc_name=* should be for a name that locals actually use, not a reaction to the new construction.

floors=3 and layers=3 are duplicate information and are not widely used by OSM mappers. I removed them for your pre-existing tags you've already added, which are roof:levels=*, building:levels=*, and building:levels:underground=*

Everything else you've added looks good; thanks for the contribution.
