Please check out the wiki page for roads eg highway=residential?uselang=en - this shows how to map them. Road type (service/ residential etc) is only used to tag how important it is, and generally these should not change. Surface is mapped with a separate tag. Pedestrians is not something that is generally mapped, but usually corresponds with a lower road type like unclassified

The wiki will give you the general consensus view, but my view is:
- if there is a physical feature still remaining, eg a building, then a separate tag like abandoned=yes is most suitable, as it retains rendering but also indicates the state.

- if there are no physical features, and the feature is a POI that needs to be active to be useful to map users (eg shops, amenities, water pumps that need electricity to operate etc) - then a lifecycle prefix is better, and is does not lead a mapper to this POI with them expecting it to be operational (since most software won't show it is abandoned=yes)

Not sure how much command of russian you have, but I'd argue that kontora in this instance is a slang word for office, and doesn't need to be in the name. Also, from what I gather none of the pois there are actually active, including the airport - should they be retagged with a lifecycle prefix?
