no need to put addr:city on roads. addr is for specific object only like house or amenity.
also, usually there is no real need to add addr:city tag, since all items are already in a bigger city polygon. (same applies for addr:country)

there are no standard tag values in Hebrew, for such purpose please use building:apartments

There are licensing issues with using data from other maps. The best source is your observations of the real place. Using data from govmaps is essentially copying data from other source, and there is a chance that govmaps' license doesn't allow this.

We always welcome new contributors, but since this project is big and has well-established rules - it's a good idea to try to follow them.

In this change you moved many buildings, guess you aligned them to aerial images. This might be incorrect as many aerial images are misaligned and must be manually shifted to existing GPX tracks. Please be sure to read next article:
osm.wiki/Using_aerial_imagery

and you might want to shift these buildings back or revert the whole changeset.
