Yeah, its a very Nordic, especially Swedish tag. Its even named after "badplats" the swedish name for these places.

bathing_place is fine with man-made features, as long as these are not pools or saunas

A toilet without toilet?

Normally you do not combine amenity=toilets with toilets=* since the former is for a standalone toilet, and the latter is for toilets inside other places (shops, gas stations etc.)
