I've not been here recently, but live on the island. Kitsap roads layer shows this as a public road: Latimer Avenue Northeast. It's been tagged as a driveway, and tagged access=private, after a "request from a local", according to the OSM history.

Given that this road serves several properties, it doesn't make sense to me that this be tagged as a driveway. Also, unless there's a gate, there the access=private doesn't make sense either.

I was actually looking at this in relation to this note note/4116569 about the stairs that come up from the Fairy Dell trail.

I've messaged the user to ask who they talked to and if they've talked to the city.
