OpenStreetMap Wiki shows that this should be just part of Harbour Road rather than mapped separately, and tagged as followed:

This seems to be a consistent problem throughout the entire CRD.

This applies to the central area of UVic in general, but these thicker areas (like where the pin is on now) are also walkable by foot, unlike what Openstreetmap thinks.

This segment between the connection to the parking aisle and the intersection with the highway is not built to cycleway standard, it's just a sidewalk made of concrete slabs that has a single sign in one direction designating it as shared. I think highway=footway + bicycle=designated would better represent this than highway=cycleway. The rest, from the connector to the parking lot up to Ravine Way is built as a unsegregated cycleway (wide and smooth asphault).
