What are these "MO" cycle routes all around Modena supposed to be?

Many of them, for example this one, are so bad that you can't drive them with road or touring bicycles. They irritate the bicycle routers since bicycle routers tend to stick to cycle routes. This leads to bad routing decisions all around Modena (also because many of these ways don't have surface and smoothness tags).

None of these MO cycle routes have signs. Do they actually exist? Do we need them in OSM? They make route planning really hard.
