Fixing Oconto County boundary

Adding WI municipal boundaries in Lake Michigan. Note that these are the only counties in WI which do so, all others consider the municipal borders to end at or near the shore.

Changing county boundaries to those shown in Census Bureau shapefiles, which carve up Lake Michigan rather than hugging the coast. This is my first time seriously using JOSM, so if I've screwed things up in ways I can't comprehend, please let me know.
