I don't think both can be right, and according to other maps (IGN), it looks like the other one is incorrect.

This "road" becomes too narrow for a normal car to pass, so probably should be marked as such or have its tags changed so it is not used or prioritized by the router

Access to this street is only allowed for residents (at least coming from Ponta Delgada direction)
