Inconsistent tagging on NE Perkins Way. Some parts are marked highway=secondary, while others are marked highway=tertiary.

The OSM road hierarchy isn't strictly defined for US roads, but based on the traffic volume and connectivity of NE Perkins Way compared to nearby roads, I think highway=tertiary is most appropriate for the portion east of 15th Ave NE.

I'd also consider 24th Ave NE/NE 178th St to be highway=tertiary. Now that the speed cameras have gone in, far fewer people are using this route. (How telling.)

Is this playground open to the public? What about the trail next to it?

I see lots of activity on the Strava heatmap on this emergency access road. Does it also allow pedestrian/bicycle access?

Is this portion of the power line trail actually closed to pedestrians and bicyclists? It's current marked access=private. Seattle City Light has signs posted on other sections of the trail permitting nonmotorized access.

Need to check signage at this access point to see if it's open to the public or not.

Does this still exist and is it actually private? It's located on a parcel owned by the City of Seattle, not a powerline easement on private property. Looking at the edits from the user who contributed this (changeset/41933741 and changeset/41956930), I'm suspicious that the edit was made by a neighboring landowner who wanted to "virtually" claim public property as their own.
