The Strava Global Heatmap shows most people stopping at this point. Is there something preventing people from continuing south on the trail beyond here? On the Pierce County PublicGIS parcel map, I see that the old railroad right of way, now owned by Pierce County Parks & Recreation, crosses over the creek around here. Is that what's causing people to turn back?

The trails and service road in Woodard Bay Natural Resources Conservation Area are all tagged access=permit. Is that accurate? I've never been here, but the website (http://www.dnr.wa.gov/WoodardBay) doesn't mention anything about needing a permit to visit.
