osm.wiki/Relation:waterway, in the members section, has riverbank or
waterbody crossed through and not to be used in waterway relations.

I think this is a good topic to raise on the osm community forum https://community.openstreetmap.org/
as I don't recall this being discussed recently and there is a fairly large number of mappers that do a lot of waterway mapping.

There is no visual evidence of this on the ground. Should it be reverted?

I assume it is because you are including the riverbank polygons in the waterway relations and adding role=outer for those.
From the osm wiki they should not be part of the waterway relations
osm.wiki/Relation:waterway
I think the riverbanks (or water bodies that include the banks) get mapped separately as natural=water plus water=river.
I expect the name only goes on the waterway relations and all the waterway=river lines.
If the waterbody on the river is a lake it may carry a separate name.
