I see why you are adding access=no now.
You are referring to no access for cars I expect. This is not necessary because that is the default assumption for cycleways anyway, so not necessary to add that tag in this case.

It is incorrect to change Light Road from a residential street to a cycleway.
There is a tagging scheme to indicate if cycle lanes are on the road (do a google search of osm wiki)
If the road is part of a cycle route, you just need to add that particular section to the cycle route relation.

the Google satellite imagery you have used is dated 27Oct2017
The date at the bottom of Google just shows the current copyright year
You need to use Google Earth instead to see the year of the imagery.
You can use the Google street view along Mewett St (Aug 2018) up to the roundabout to see the old carpark too, but as soon as you get on to McKean St the Street View image changes to Dec 2021 and this shows the current construction work, including the emergency entrance where the lights are, and across the road, the Caboolture Medical Hub and further down the street you can see the construction area extends through where the heliport used to be.

However, the Google copyright prevents us from using their satellite or street view imagery to assist in mapping the OSM.

The Esri, Bing and Maxar imagery available in OSM editors are able to be used to map the OSM and are more recent than Google aerial imagery and show the current construction.

The Caboolture Hospital Redevelopment commenced in November 2019 and is due to be completed in 2024.

Thanks. The usual custom is to shift the construction boundary to enclose those areas that are not accessible to the public and most often fenced off. The residential boundary could then enclose the areas that the public and tradies can access.
I had a cycle ride to this area to update the osm planned on Sunday, so you have saved me from that effort :)
