You do need to fix this and a good start would be to use an editor like Josm that has better capacity to edit and validate such relations.

The inners I added to the multipolygon should be tagged islets too I guess, instead of just wetland areas. I’ll do that in the next few days.

Can you recheck the relation you have edited. It makes little sense to me.

I added four wetland areas covered with vegetation as inners to the water multipolygon extending from Rockhampton barrage to the sea and Josm validator finds it ok.
