I have not found a tagging scheme that takes into account that this only applies as long as a convoy is traveling.
My suggestion is to describe this in a note:

foot:conditional:note=Forbudt for gående ved kolonnekjøring, ikke ellers. Det blir kjørt 3 kolonner til Nordkapp hver dag på vinteren

foot:conditional:note:en=
Pedestrians are prohibited when convoys are driving. There are 3 convoys to the North Cape every day in winter.

PS: No wonder I don't remember a sign, it just seems to get turned around in the summer :-)

This is somewhat surprising and contradicts the four hiking routes that run along here.
A fortnight ago, I didn't notice any corresponding signs on site either. Does foot=no apply to sections where there is a separate hiking trail along the road?

Ich nehme an, recycling:organic=yes war gemeint.
Ferner frage ich mich, wie man das Gelände charakterisiern soll.
Wird hier organisches Material permenent gelagert?
Dann ist es landuse=landfill.
Vielleicht passt auch amenity=waste_transfer_station, aber ich bin mir recht unsicher.

danke für den Hinweis. Ich habe das Wiki falsch verstanden (und nun noch etwas zu tun...).
Die Änderung habe ich rückgängig gemacht.
Da ich mit Overpass-turbo die verschiedenen Farben durchgehe, bin ich noch nicht bei den anderen Containern angekommen.Danke nochmals für den Hinweis. So werden mir einige Reedits erspart.
